OpenDebs is a platform that allows anybody to upload their package to our repository. We do so by heavily moderating and requiring a few things. Prior to upload your package must have a valid link to the Source Code that is contained in the tweak you are uploaded. The OpenDebs team will go to that GitHub Source and match it with the tweak you gave us. If everything matches up, there is no malicious code and the package is of value, we will accept it and upload to the repository.
